Description of Work The Office of Emergency Medical Services (OEMS) is a section within the Division of Health Service Regulation, whose purpose is to enable and assist providers of Emergency Medical Services in the delivery of adequate emergency medical and trauma services for all people of North Carolina and to provide medical care during an emergency or disaster. This mission is achieved through both regulatory oversight and technical assistance to Emergency Medical Services (EMS) systems statewide, ensuring that the systems are in compliance with general statutes and the administrative rules of the NC Medical Care Commission. The Mobile Integrated Health (MIH) Manager will oversee the newly formed Mobile Integrated Health program within the Office of Emergency Medical Services and is expected to support over 40 EMS System based programs across North Carolina. It is expected that the manager’s role will oversee all components of the program to include conducting site visits, coordinating statewide meetings, building program curriculum, creating guidance documents and data collection and analysis. This position coordinates program activities, monitors grant-funded projects, evaluates program performance and outcomes, and supports statewide implementation of MIH initiatives. The position serves as a subject matter resource for EMS agencies, healthcare partners, and community stakeholders related to Mobile Integrated Health programs. Responsibilities include analyzing program data, monitoring performance metrics, assisting with grant administration, developing guidance documents and program resources, and facilitating stakeholder engagement to support the advancement of MIH initiatives. This position is expected to supervise two positions as part of the overall program but does not provide direct patient care. This position will work collaboratively with internal and external partners to ensure program compliance, quality improvement, and effective use of public resources. Applicants who possess the following skills are preferred: Ability to analyze program data, performance metrics, and outcome measures Ability to monitor grant-funded programs by tracking expenditures, deliverables, and performance requirements to ensure compliance with state and federal funding guidelines. Ability to develop clear guidance documents, reports, and program resources that translate policy, regulatory requirements, and best practices into practical implementation tools for EMS agencies. Ability to collect, interpret, and present complex program data in reports, summaries, and presentations to support program oversight, decision-making, and strategic planning. About the Rural Health Transformation Program NC Rural Health Transformation Program is a statewide program led by NCDHHS to transform rural health care delivery, improve health outcomes, and ensure sustainable access to care for nearly 3 million rural North Carolinians. The program is funded over five years by the Centers for Medicare & Medicaid Services (CMS). The main goals of the program are to:  Catalyze innovative health care models for rural communities by changing the way providers work together to care for patients in rural NC.  Transform the rural care experience, building community-based clinical, behavioral, and social supports close to home.  Create a sustainable rural health delivery system through underlying systems changes in rural workforce pipelines and care team models, and rural provider financial models.
